The paper's position is that Day Eight hardens the bypass architecture. Anthropic did not receive full absolution. The Pentagon did not win a government-wide ban. The White House did not settle the argument. Instead, Bessent and Wiles opened a civilian-agency lane around the military one. In Washington, that is often how policy is made: not by resolving the contradiction, but by building an office door around it.
