Bertha Degenerates Into Trough Near Houston

The National Hurricane Center ended Bertha's life as a tropical cyclone at 10 p.m. CDT Thursday, locating its remnants about 40 miles west-northwest of Houston with maximum sustained winds of 35 mph. Advisory 19 classified the system as a trough and identified itself as the last public advisory. [2]

That precise ending advances the paper's account of advisories 15 through 17, which fixed Bertha's westward track and changing warnings without claiming a second landfall or measured loss. A final cyclone bulletin closes classification, not the consequences that classification helped people prepare for.

Six hours earlier, advisory 18 had placed Bertha inland over eastern Texas, about 35 miles north of Galveston, moving west-northwest at 13 mph with 40 mph winds. NHC discontinued the warning east of the Vermilion-Cameron Parish line while retaining a tropical-storm warning westward to Sargent, Texas. [1]

By the final advisory, there were no coastal watches or warnings. Bertha's center had become a trough moving west at 14 mph, with pressure estimated at 1008 millibars. Those observations describe storm structure and official warning status. They do not establish that every inland warning had ended or every community had returned to normal. [2]

The hazards section made that boundary explicit. NHC still forecast one to three inches of rain over South Texas, with isolated totals of four inches, and warned of isolated urban flash flooding. Elevated coastal water could persist through the next high-tide cycle. Swells along Louisiana and Texas could continue producing life-threatening surf and rip currents. [2]

The official X record matches the bulletin closely. At 2:34 a.m. UTC, NHC posted: "Remnants of #Bertha Advisory 19 (10 PM CDT, Thu Jul 23): Bertha Has Degenerated Into a Trough. This is the Last Advisory." The post is useful because account, wording, advisory number, and snowflake time agree. It says nothing about roads, power, rescues, injuries, or losses.

The two authorized NHC advisories also show why a storm cannot be summarized by its final category. Advisory 18 expected tropical-storm conditions into the evening, water remaining elevated through another high tide, and one to three inches of rain with isolated four-inch totals. Advisory 19 retained the rain, surge, surf, and rip-current hazards after organized cyclone status ended. [1] [2]

NHC's phrase "last advisory" means the national cyclone center is ending this numbered product series. It does not mean every local forecast office, emergency manager, road department, utility, or hospital has ended its own response. Those institutions work from different thresholds and observe different consequences.

Cyclone status is a technical category tied to organized circulation. Rainwater does not consult the classification before entering an underpass. A discontinued tropical-storm warning does not cancel a flash-flood product issued by a local weather office. The clean ending of a numbered series can therefore arrive before the messy ending of a local event.

Location needs the same discipline. "Near Houston" describes the analyzed remnant center, not a finding that Houston alone bore the storm or that the wider Texas and Louisiana hazard area had cleared. The forecast track, rainfall field, coastal water, and surf extended beyond one point on the map. [2]

The next evidence belongs to gauges and services: rainfall totals on compatible windows, flash-flood reports, road closures, utility interruptions, hospital operations, rescues, injuries, insured losses, and the expiration of local products. A later storm report should reconcile those outcomes with the advisory chronology.

Bertha is no longer a tropical cyclone. That is a completed and verified fact. Whether its passage was harmless, disruptive, or costly remains an open local record, and advisory 19 does not pretend otherwise.
