Unlike Saturday's account of a PJM disturbance that exposed missing grid rules, this instrument concerns Southwest Power Pool and grants authority before any public dispatch receipt, rather than carrying evidence from the PJM event into another grid.

Reuters reported that SPP serves parts of 17 states and sought the order after Friday import losses left thin reserves; voluntary conservation helped avert outages, while SPP warned that emergency conditions could persist during peak demand and kept its western region under a conservative-operations advisory through August 1. The readable Reuters syndication likewise describes authorization for more resources, not proof that a named generator ran, and no public source in the commissioned stack supplies a unit list, call time, megawatts or megawatt-hours, fuel use, emissions or permit treatment, settlement charge, measured reliability benefit, or ratepayer allocation. That distinction determines the bill: a signed emergency instrument can widen an operator's options, but only later operating and settlement records can establish which option was used, what it produced, whether reliability improved, and who paid for it.
