One line of watch-keeping, owed to every reader tracking this paper's July 29 account of PJM putting a registry and a curtailment queue under every large data center: as of Thursday, PJM had not filed. The absence is the news.
The framework stands as reported — the 50-megawatt registry, the June 2027 curtailment queue, the backstop auction targeting 6,831 megawatts at $555 per megawatt-day. [1] The tariff filing that would make any of it operative did not appear in Thursday's record. Foley Hoag's "filing coming soon" posture, dated July 7, is now three weeks old. [1]
The clock that does run belongs to FERC: the commission's June 18 show-cause order carries a 60-day response deadline of August 17. [2] That is the operative date in this docket — not "soon," not "expected Friday." Nor is this the only power docket the paper is watching; PJM's framework is PJM's, and no other grid operator's order belongs in this ledger. An expected filing is not a filed tariff, and a framework without an instrument is a promise, not a rule. Whether the filing lands Friday as expected — and whether it matches the reported parameters — is the next edition's record. This paper will check.
