The Senate passed the Lindsey O. Graham Sanctioning Russia Act of 2026 on Friday, 86 to 11. [1] Fortune's Saturday note said the House is expected to take it up next month. The bill would let the president impose tariffs as high as 100 percent on the top five importers of Russian oil and gas, with waivers if he deems them in the national interest.

Sens. Rand Paul and Ron Wyden tried to strip the tariff authority and failed. [1] Sen. Raphael Warnock voted yes after a written promise from U.S. Trade Representative Jamieson Greer that tariffs would lift once countries left the top-buyer list. Cato's Clark Packard and Scott Lincicome wrote that the bill "is riddled with the same ambiguity the president has exploited" and that "unchecked authority gives Trump leverage in disputes unrelated to Ukraine." The paper's Saturday major already recorded that the Senate handed Trump the 100 percent tool. Fortune's Saturday file is the warning, not the levy. No duty has been collected.

The bill does not say which data set will name the five largest importers, Packard and Lincicome noted, and exemptions are not automatic. [1] Tariff authority expires in five years. The tariffs themselves have no stated end. Trump could set 100 percent for one buyer and zero for another. Fortune's Saturday warning is that leverage, not a Ukraine ceasefire.
