At 10 a.m. the Planning Inspectorate opened proceedings on Southern Water's applications, filed to Defra on July 31, for a Stage 0.1 drought order on the River Test and a non-essential use ban covering Hampshire and the Isle of Wight. What Southern Water wants is permission to keep abstracting from the Test at flows below the level its licence normally forces a stop. The company pleads exceptional rainfall shortage; the Environment Agency's own drought report concedes the order would squeeze an ecosystem that includes protected salmon. Meanwhile the Thames restrictions took effect Monday at Sunbury, Molesey and Teddington locks, another official shrug at a river running shy. England now manages water scarcity the way it manages most emergencies — by converting hydrology into procedure and calling the filing cabinet a plan.
