Ranking Members Robert Garcia and Joe Morelle on Wednesday asked U.S. Postal Service Inspector General Tammy Hull to investigate the untested ballot-screening system a whistleblower described this week — a new congressional record, not a rehash of Senator Richard Blumenthal's disclosure. [1] "If the Administration is able to implement an illegal vote-by-mail power grab, a free and fair midterm election is impossible," Garcia said. [1] The portal had not gone live.
Tuesday's paper named the whistleblower, a zero-failure barcode rule that can dump a whole ballot batch, and copy that the portal had not gone live. PBS and the Guardian sold operational incompetence and midterm risk. Blumenthal called designed malfunction. Wednesday's letter is the House increment: an inspector-general demand with sharper "power grab" language. The machinery story remains the portal, the sampling protocol, and the court-order work-through. It is not another injunction headline. The portal, on the public record Wednesday, is still not a live switch.
Garcia, ranking member of Oversight, and Morelle, ranking member of House Administration, wrote that the disclosure made "abundantly clear" that Postal Service actions taken at President Trump's direction threaten a "foreseeable catastrophic disruption to our coming nationwide elections." [1] "If the Postal Service proceeds with the implementation of President Trump's executive order ahead of the 2026 midterm election, and these disruptions occur, a free and fair election is impossible," they told Hull. [1] Morelle called the whistleblower "a patriot" and said that if administration officials "knowingly built a system designed to prevent Americans from receiving their ballots, and blatantly ignored court orders, that is not election security. It is a betrayal of our Constitution and the American people." [1]
The letter asks Hull to "investigate the Postal Service's reckless actions, which undermine the foundation of our nation's democracy and violate the basic principle that all citizens have the right to have their vote counted." [1] It describes a system "secretly creating a ballot screening system, potentially in contravention of federal law, that could prevent millions of voters across the country from receiving their mail-in ballots." [1] Garcia said the midterms are weeks away and that Trump's scheme "would stop potentially millions of American citizens from voting." [1] The demand is a full independent investigation "to identify those responsible and hold them accountable." [1]
Garcia and Morelle had already led 169 members in a July public-comment letter urging USPS to reject a proposed rule restricting ballot mail, and 68 lawmakers in February demanding answers from Postmaster General David Steiner on election-mail preparedness, including new transportation policies that could delay ballots in rural communities. [1] Those are prior records. Wednesday's record is the IG ask. Blumenthal's Tuesday letter gave Steiner deadlines of Sept. 4 and Sept. 8. Hull is a different addressee. Two congressional tracks now sit on the same untested screen. Neither letter is evidence the portal switched on.
The Tuesday disclosure remains the machinery underneath the letter: an untested screen, a batch-dump risk, and a portal that had not gone live. That is yesterday's record, not today's news. Today's news is that House ranking members have now asked the postal watchdog to treat that machinery as an illegal grab rather than a glitch. Garcia said a free and fair midterm is impossible if the grab is implemented. [1] Morelle said ignored court orders would not be election security. [1] The midterms are weeks away. The screen is still a plan.
