Three organizations that measure democracy independently — using different methodologies, different data sources, and different analytical frameworks — published their annual reports within ten days of each other in March. All three downgraded the United States. The convergence is the story.

V-Dem's Democracy Report 2026, released March 17, recorded a 24 percent decline in the U.S. Liberal Democracy Index in a single year — from 0.75 to 0.57, dropping America's world ranking from 20th to below 40th [1]. The report downgraded the U.S. from a liberal democracy to an electoral democracy, a classification that places it alongside Hungary and Turkey. Freedom of expression in the U.S. "is now at its lowest level since the end of WWII," according to V-Dem's assessment [2].

Freedom House's Freedom in the World 2026 report, published March 19, documented the 20th consecutive year of global democratic decline and recorded a significant score reduction for the United States [3]. The Council on Foreign Relations' analysis called the report's findings on America "stark" [4].

Bright Line Watch, a consortium of political scientists who survey experts on democratic health, published its 2026 report on March 24. The New Republic noted that the report delivered "another terrible score" following the already-bad verdicts from Freedom House and V-Dem [5].

Each report has limitations. V-Dem's methodology weighs expert coding. Freedom House depends on analyst judgment. Bright Line Watch surveys a specific academic community. But when three instruments calibrated differently all register the same reading, the measurement is probably accurate.

The question is no longer whether American democracy is declining. It is how fast.
