The European Union's Foreign Affairs Council issued a statement on Friday describing Iran's five-point counter-proposal as containing "unacceptable preconditions that cannot serve as a basis for meaningful dialogue." High Representative Kaja Kallas added that the EU "remains committed to a diplomatic resolution" but that Iran's demand for Hormuz sovereignty recognition and reparations "exceed the boundaries of constructive engagement."
