Three Democracy Indices Still Show Convergent Decline

Three independent democracy measurement systems have now published their 2025 assessments, and the convergence is striking. V-Dem's Democracy Report 2026, released March 17, found the U.S. Liberal Democracy Index fell 24 percent in a single year, dropping from 20th to 43rd globally. [1] Freedom House's annual report, published March 19, recorded the 20th consecutive year of global democratic decline, with only 21 percent of the world's population living in countries rated Free. [2] The Economist Intelligence Unit's Democracy Index, updated in early 2025, had already flagged the trend.

What makes these findings notable is not any single score but the fact that three methodologically distinct systems, built by different teams using different indicators, reached the same conclusion independently. V-Dem uses expert surveys across 500 indicators. Freedom House uses a 100-point checklist. The Economist uses 60 questions in five categories. They agree: the decline is real, accelerating, and no longer confined to the developing world.

The Century Foundation's Democracy Meter, a newer entrant, rated the United States at 57 out of 100 in its January 2026 evaluation, calling it an "authoritarian turn." [3] Newsweek framed the V-Dem data as a "critical test" for the 2026 midterms. On X, the convergence is treated as settled fact rather than news.
