The vice president of the United States travelled to Budapest and met Orban four days before Hungary's national election, stood beside him at a joint press conference, called him a true friend of America, and accused the European Union of electoral interference. [2] The EU, he said, had tried to destroy Hungary's economy. The bureaucrats in Brussels, he added, were meddling in a sovereign election.
The EU, through its spokesperson, said it does not intervene in member state elections and noted that any concerns about democratic standards are raised through established procedures. The response was correct, measured, and almost entirely beside the point.
What Vance did in Budapest was not a diplomatic visit. It was a campaign appearance. The visit will appear in Fidesz campaign material within hours, if it has not already. The Hungarian state broadcaster, which is functionally a Fidesz organ, led every bulletin with the images.
European officials watching from Brussels, Frankfurt, and Warsaw are asking a question that does not have an easy answer: what recourse does the EU have when the United States intervenes in a member state election on behalf of the candidate the EU considers a threat to democratic norms? [3]
The formal tools — infringement proceedings, Article 7 mechanisms, budget conditionality — were designed to respond to actions within Hungary. They were not designed to respond to a vice-presidential visit.
Orbán's polling advantage has widened slightly in the final days before Sunday's vote. [3] Whether Vance's appearance contributed to that is impossible to isolate. What is observable is that the EU, four days from an election it has been watching nervously for months, just watched Washington walk into the room and sit on the other side.
