Ankara provided the NATO deconfliction channel that allowed American and Iranian military officials to communicate about operational boundaries without either side acknowledging contact [2]. Iran's initial preference was Istanbul, not Islamabad — a compromise that reflected Tehran's trust in Turkish intermediaries over Pakistani ones [3]. The final venue shifted to Pakistan after Saudi Arabia and Egypt were brought into consultations, a sequence that diluted Turkey's visible role while preserving its functional one.

This is Erdogan's pattern. He builds conditions privately and lets allies take the credit publicly. The formula serves Turkish interests precisely because it avoids the scrutiny that comes with ownership. If the talks fail, Pakistan bears the reputational cost. If they succeed, Turkey holds the relationship capital with both Washington and Tehran that made the outcome possible.

Pakistan's Foreign Minister Ishaq Dar acknowledged the consultations with Turkey in his public framing, but the word "consultations" understates what happened [1]. Turkey did not consult. Turkey architected. The distinction matters because it reveals where the real leverage sits as the talks enter their most difficult phase — and it sits in Ankara, not Islamabad.
