ISLAMABAD — The Iranian delegation arrived in Islamabad late Friday on a scale that dwarfed its American counterpart. More than seventy members — political, military, economic, and legal teams — descended from their aircraft at Nur Khan Airbase wearing mourning black. It was the fortieth day since Ayatollah Ali Khamenei was killed in the February 28 strikes that started the war. [1]

Parliament Speaker Mohammad Bagher Ghalibaf posted photos on X of himself looking at portraits of children killed in the February 28 missile strike on Shajra Tayyaba Girls' Primary School in Minab, where more than 165 people, mostly schoolchildren, were killed. Ali Bagheri Kani, deputy to the National Security Council, represents the security establishment. Military officers represent the Revolutionary Guards' interests. Economists are there to discuss sanctions. Lawyers are there to frame international law arguments about sovereignty and self-defense.

Contrast this with the American side: three principals and their support staff. The asymmetry is intentional on both ends. Washington sent dealmakers who answer to one man. Tehran sent a government that must answer to multiple factions — reformists, hardliners, the military, the clergy, and the ghost of a supreme leader whose forty-day mourning ceremony drew thousands to the streets of Tehran just three days earlier. The mourning black serves a dual function. Domestically, it signals to Iranian hardliners that Ghalibaf has not forgotten what was lost. Internationally, it signals to Washington that the human cost of this war is not an abstraction to be negotiated away in a hotel conference room. Whether that signal changes any outcome is a different question entirely.
