The UN Security Council vote on a resolution to reopen the Strait of Hormuz has been postponed for the fourth time. Originally scheduled for April 3, then April 4, then April 8, the Bahrain-drafted text has now been pushed to next week. [1]

Each delay has been accompanied by further dilution. The original draft authorized "all necessary means" to secure the waterway. After French, Russian, and Chinese objections, the language was softened to "all defensive means." [2] The latest version, seen by AFP, drops the use-of-force authorization entirely, calling instead for "defensive" coordination and escort of commercial vessels. [1]

Russia and China, both holding vetoes, have signaled they will block even the watered-down text. China's UN ambassador warned that "authorizing force could escalate tensions." Russia called the proposal "unbalanced." [2]

The resolution's trajectory illustrates the Security Council's structural limitation: it can condemn (it passed an anti-Iran resolution in March) but cannot compel.
