FISA reformers still have no warrant deal. On Sunday, this paper called the April 30 cliff politically real but operationally softened. Tuesday leaves the two-clock frame intact.

The second clock is less visible and more important. Nextgov reports that March FISC certifications may allow surveillance directives to keep operating for months even if Congress misses the statutory deadline, leaving providers and agencies in a legal gray area. [3]

That is why both sides can sound correct. Reformers are right that the bill does not meet the warrant test. Leadership is right that the deadline is close. The public is misled if either side pretends the deadline alone explains the operational risk.

X makes the civil-liberties sentence clean: get a warrant. Mainstream process coverage makes the calendar clean: vote by Thursday. The paper's sentence is messier and therefore more useful. Congress faces a deadline; the surveillance machine may have an afterlife.

That afterlife is the reason the warrant fight should not be written as brinkmanship alone. If certifications keep directives moving, then a lapse can be both politically dramatic and operationally incomplete. Reformers know that. So do agencies.
