LA28 Master Agreement Is Six Months Overdue and the Council Has Asked Twice

The LA28 Enhanced City Resources Master Agreement remained unsigned Thursday, two hundred and twelve days past its October 1, 2025 deadline. Wednesday's paper argued that the missed deadline is the artifact, not the budget — every month without the agreement transfers risk from LA28's balance sheet to the city's general fund. Thursday adds another day to that ledger. The council has now asked twice.

The Rodriguez motion of April 14 — Councilwoman Monica Rodriguez's request to enshrine "Zero-Cost Principle" language in the City Charter — sits in committee. [1] The Sports Business Journal investigation of April 8, which found LA28 declining to share cost-exposure detail with the council, has not been answered by LA28's executive office on the procedural record. [2] Preliminary security cost projections, which LA28's $7.15 billion operating budget excludes entirely, continue to track above $1 billion. [2] No new figure has been disclosed. No new draft of the master agreement has surfaced.

What six months of overdue produces in operational terms is a city operating at LA28's request without a funded line item, a council that does not yet know what it has agreed to, and a security number large enough to cross a budget threshold the master agreement was designed to allocate. Police hours, transportation closures, sanitation deployment, fire-and-rescue staffing — each of these is happening; none of these has a signed contract assigning who pays.

Opening ceremonies are 828 days away. The arithmetic does not change because the calendar moves; it compounds. Every additional day without a signature transfers another day's worth of risk from organizing-committee balance sheet to municipal general fund. The 2028 budget Los Angeles passes in the autumn will reflect that transfer whether the agreement is signed before then or not.
