June 21 links those standards. Inspector access is not an adjective. It is a schedule, mandate, facility list, equipment rule, reporting line, and consequence clause.

The Guardian live file placed Rafael Grossi and the IAEA in the Swiss scene while the same diplomatic frame was dominated by sanctions, frozen assets, Hormuz, and Lebanon. The divergence is predictable. MSM can write that the talks include inspectors. X can say Iran is refusing nuclear concessions, or that inspection talk is cover for sanctions relief. The useful story is simpler: has anyone published the IAEA instrument? [1][2][3]

Until that appears, the nuclear file waits behind the money file. Banks, oil routes, frozen assets, Lebanon guarantees, and Hormuz procedures are being discussed in public source stacks. Inspectors need the same concreteness: a work plan, side letter, or public IAEA statement that tells the world what they can do Monday morning.
