Until that appears, the nuclear file waits behind the money file. Banks, oil routes, frozen assets, Lebanon guarantees, and Hormuz procedures are being discussed in public source stacks. Inspectors need the same concreteness: a work plan, side letter, or public IAEA statement that tells the world what they can do Monday morning.
