Iran's UN ambassador, Amir Saeid Iravani, told reporters on Tuesday evening that lifting the US naval blockade of Iranian ports is the precondition for Tehran to resume negotiations and that, should Washington meet that condition, "the next round could be held in Islamabad." [1] Iravani described the blockade as a ceasefire violation and said Iran is ready for talks "if Washington seeks a political solution." The statement landed hours after President Trump's Tuesday announcement that he had extended the two-week ceasefire indefinitely — scrapping the Wednesday-evening ET expiry clock and converting kinetic pressure into the economic-siege posture Treasury Secretary Bessent named publicly the same night.
Iravani's framing is now the third public voice from Tehran in seventy-two hours, and it is the softest. On April 14, in a letter to the UN Secretary-General and the Security Council president, Iravani called the CENTCOM-declared blockade "a grave violation of the sovereignty and territorial integrity of the Islamic Republic of Iran" and "a flagrant breach of the prohibition on the threat or use of force" under the UN Charter. [2] On April 16, he told the General Assembly's veto debate on a draft resolution about the Strait of Hormuz that Tehran remained "cautiously optimistic" despite "deep mistrust" of Washington. [3] Tuesday's statement advanced the position to its operational form: a stated precondition, a named venue, a public willingness.
The three-voice fracture, as the paper has been mapping it, runs Iravani (diplomatic) / Mohammadi (hardliner, via Ghalibaf adviser channel) / Arafi (Interim Leadership Council, calling the extension a "dangerous precedent"), with the Qadr ballistic missile paraded through Vanak Square on Tuesday as the military-industrial voice. Each voice has a constituency inside the Iranian system. Iravani is the UN seat — the voice designed for external consumption and the one with the longest institutional track record of saying things other Iranian officials do not have to own. The paper's Monday read on the IRGC crew-families constraint identified one pressure point — the Touska crew held on a US-boarded vessel, the families whose safety was cited as the reason for the 48-hour retaliation pause. Iravani's blockade-precondition framing now identifies a second: a stated-public exit ramp that does not require any other Iranian voice to agree with it.
Washington has not responded. The White House's Tuesday extension announcement named the Iranian government as "seriously fractured" and presented the extension as the opportunity for Iran to resolve its fracture internally. [4] The US position, as Bessent stated it the same night, is that Kharg Island storage "will be full in days" and that the Navy will continue the port blockade "until a full agreement is reached." [4] Neither side's stated position makes contact with the other's. Iravani says lifting the blockade opens talks; Washington says the blockade compels them. Iravani names Islamabad; Washington has not.
Islamabad matters as a venue because the April 10-11 round collapsed there after twenty-one hours, with no scheduled follow-up. Vice President Vance did not board his plane to Pakistan Tuesday; he spent five hours in the West Wing and did not leave the country. Iran's post-extension position that Islamabad remains the venue is the public opening the White House has, as of Tuesday midnight, not taken.
