US special envoy Steve Witkoff and presidential son-in-law Jared Kushner are expected in Moscow this weekend for a fresh round of Russia-Ukraine peace discussions with Kremlin officials, according to reporting confirmed Friday by Kyiv Independent, Pravda, and BBC. [1] The trip reactivates a diplomatic track that has been frozen since the US-Israel-Iran war consumed administration bandwidth in March; it also extends an asymmetry President Volodymyr Zelensky has now publicly named. Witkoff has traveled to Moscow eight times as envoy. Neither Witkoff nor Kushner has visited Kyiv in an official capacity. [2]

Zelensky's objection is explicit and on-record. "It is disrespectful to travel to Moscow and not stop in Kyiv, it is just disrespectful," he told Ukrainian broadcaster ICTV on April 20, in the interview that defined Ukraine's public frame for the week. [3] He added that he remained in regular telephone contact with both envoys and that Ukraine was open to meeting in third countries, but that the pattern of nine Moscow-adjacent visits and zero Kyiv visits was not a neutral schedule. It was a diplomatic signal. The Kyiv track has stalled because Zelensky has refused to ratify that signal by sending officials to a country other than Ukraine to meet envoys who will not travel to Ukraine.

The underlying architecture has not shifted since Putin met Witkoff and Kushner in Moscow on December 2, 2025, for a four-hour discussion that produced no framework. [4] The Kremlin's stated demand — Ukrainian withdrawal from Luhansk and Donetsk oblasts as a precondition to a ceasefire — is unacceptable to Kyiv. Kyrylo Budanov, Zelensky's chief of staff, characterized the impasse in February: "We are looking for a compromise between two completely polar positions. We have not yet found it." The Iran-track prioritization is the structural explanation for the schedule. US-Russia diplomatic channels have been used in recent months primarily as back-channels on the Iran-war question — specifically on whether Moscow would pressure Tehran to accept blockade-relief talks. Those conversations have not produced a public result, but they have preserved a working channel to the Kremlin. The weekend Moscow trip is now leveraging that channel back onto the Ukraine track. The domestic political advantage for Washington is real: a Russia-Ukraine framework, even an imperfect one, would produce a counter-narrative to the Iran stalemate. The tactical risk is symmetric: a Moscow visit without Kyiv reinforces the Zelensky critique and extends the asymmetry Kyiv is unwilling to absorb.

What the weekend will produce is narrow. Witkoff and Kushner will brief Putin. They will brief Zelensky by telephone afterward, as they did December 3. A readout will reference "productive discussions." Whether the readout includes any named compromise on the Donbas-withdrawal question — the only question that matters — is the discriminator. If it does, the architecture has shifted. If it does not, the weekend is the ninth entry in a ledger that Kyiv has now publicly counted.
