VOA Staff Back at Desks Six Weeks as the DC Circuit Appeal Sits Dormant

Six weeks have passed since Judge Royce Lamberth's March 17 preliminary injunction ordered the U.S. Agency for Global Media to recall 1,042 Voice of America employees from paid administrative leave and restore Radio Free Asia and Middle East Broadcasting Networks operations. [1] The paper's Apr 29 brief tracked the partial-stay denial; today the operational fact is that staff have been at their desks for the full restoration window and the DC Circuit has set no oral-argument calendar.

The May 1 monthly status report is due today. Lamberth's order requires USAGM to file an operational accounting of which language services are back on air, how many full-time positions remain unfilled, and what programming has resumed. [2] The Government Accountability Project, which represents the VOA journalists fired March 2025, filed the most recent compliance update Wednesday confirming the agency's 49-language service footprint is operational at reduced staffing across most desks. The Farsi service, urgently recalled last summer during the brief Iran exchange, is the test case for whether the pre-injunction firings produced lasting capacity loss.

What the appeal posture has not produced is the ruling that would force a reversal. The Trump administration's stay motion was denied; an en banc petition surfaced briefly in mid-April and stalled. [3] No DC Circuit panel has been assigned. The court of appeals docket on the case has had no merits filing in three weeks. The May 1 monthly report goes to a trial-court calendar that is, on the appellate schedule, the only one running.

The press-freedom-wartime thread tracks restoration mechanics, not just rulings. Six weeks of operational restoration is the artifact. The dormant appeal is the second one. Both are the news.

[4] Judge Royce Lamberth has denied the government request for a stay. The judge has ordered USAGM to provide the courts with a copy of its reconstitution plan to bring staff back, and to file progress reports every 14 days. https://x.com/savevoanow/status/2035351217241551322
