The question is whether that gate can understand a world in which dangerous biological instructions may be designed by software before they are ordered as DNA.
The proposal is not to regulate every model or every laboratory thought. It is narrower and more practical: require providers and importers of synthetic genetic material to screen orders against known hazards and suspicious patterns before the material enters the country.
