Admiral Brad Cooper's claim that Iran has been degraded belongs beside a map, not by itself. The paper's Thursday lead on Trump-Xi language and Iran's operating record argued that documents matter only if they bend the system at sea. The same test applies to military success language.

UPI reported Cooper's Central Command testimony as an account of Iranian military capability reduced by the campaign. [1] On the same maritime ledger, BBC reported the seizure of the Honduras-flagged Hui Chuan after an incident near Fujairah. [2] AGBI's shipping account placed the vessel heading toward Iran and inside the broader Hormuz instability that insurers, owners and crews now have to price. [3]

The contradiction may be semantic rather than factual. A force can be degraded in missiles, command nodes or air defenses and still retain enough coast, boats, proxies and permissions to shape traffic. But that is precisely why the word needs definition. Degraded how? Degraded for which mission? Degraded enough to stop what?

MSM often separates testimony from incidents because the desks are different. X collapses them because the map is easier to read than a hearing transcript. The paper's job is to keep the useful part of that impatience: official claims should be measured against operational control.

If ships still require permission, if seizures still happen, and if reopening plans begin with evacuation, mine-clearing and traffic separation, then degraded is not the end of the story. It is a claim awaiting a maritime audit.
