The paper's June 13 account of India awaiting answers for sailors killed near Hormuz said the strait was not open in the only sense that matters to a crew until accountability existed. Sunday's signing and reopening language leaves that file open.
Al Jazeera reports that three Indian sailors were killed in U.S. strikes on commercial vessels and that India summoned a U.S. diplomat after the attacks [1]. That difference is why the deaths cannot be folded into a paragraph about maritime risk. Al Jazeera's account makes the victims Indian workers, not abstractions in a chokepoint model [1]. CBS keeps the political claim alive, but the claim cannot substitute for a public explanation to the crews asked to move through the corridor [3].
The divergence is simple. Mainstream coverage can place the deaths inside the broader Hormuz negotiation. X had no verified status stack in the memo, so the paper should not invent one. The missing public object is not outrage. It is a rule.
An accountability rule would also protect the next voyage. Families need compensation and names; ship operators need targeting criteria, warning channels, deconfliction procedures, and evidence that commercial traffic will not be treated as a proxy target. India needs more than a private briefing if its citizens are asked to keep working the route. A reopened strait without a crew-safety rule is a reopened argument.
That rule has parts. What intelligence made the vessels targets? What warning was given? Who names the dead? Who compensates families? Who tells Indian crews whether the next transit is safe enough to accept? The IMO can keep seafarer safety visible [2]. It cannot answer for the governments that fired, enforced, escorted, or negotiated.
Reopening language is attractive because it suggests a switch has been flipped. Shipping does not work like that. A shipper needs safe-channel notice, insurer comfort, port guidance, naval deconfliction, and crew confidence. A family needs an explanation that does not disappear into the word security.
The sailor deaths therefore keep Hormuz inside accountability, not only logistics. A corridor can move barrels while still failing workers. A ceasefire can calm markets while still leaving families with no answer. If Sunday's deal claims do not publish the human file, the strait remains morally constrained even when ships pass.
India's question is the reader's question. Who is responsible for the dead, and what changes before the next crew sails?
Until that answer is public, reopening is a diplomatic label attached to an unfinished worker-safety case.
