The Pentagon has issued written deployment orders for a brigade combat team of the 82nd Airborne Division to move to the Middle East, multiple defense officials confirmed to NPR, the Associated Press, the New York Times, and Stars & Stripes. The division commander, Major General Brandon Tegtmeier, and his command element have already deployed to the region. [1]

This is no longer a contingency plan. The 82nd Airborne was ordered to the Gulf days ago, when the deployment was still described as under consideration. Whether that authority extends to deploying a division's worth of paratroopers and Marines for what defense officials privately describe as "contingency ground operations" is a legal question no one in Congress has forced to a vote.

The 82nd Airborne Division exists for one purpose: to put infantry on the ground anywhere in the world within 18 hours of notification. It is not a deterrent force. It is not a tripwire. It is a combat division that deploys when the decision to fight on the ground has been made or is imminent.

The White House has not described the deployment as preparation for ground combat. Pentagon spokesman Major Charlie Dietz said the movements "provide the president with options and demonstrate our commitment to regional security." But options do not require a division commander in theater. Commitment demonstrations do not require written orders.

The force is assembling. The authorization is absent. The gap between those two facts is the story.
