Europe's Top Four Call for Russia Meeting After Largest Kyiv Strike

The European Union's senior foreign-policy tier spoke as a group on Sunday's largest Russian mass attack on Kyiv in over a year, and the bloc's Foreign Affairs Council convenes within days to translate the chorus into action. President Emmanuel Macron, Chancellor Friedrich Merz, High Representative Kaja Kallas, and Commission President Ursula von der Leyen each issued condemnations Sunday-into-Monday, naming the ninety-missile, seven-hundred-drone wave and the third operational Oreshnik strike on Bila Tserkva. The EU's chorus is consequently Europe's only collective voice on the attack — not the alliance's. Whether the FAC's mid-week meeting graduates the chorus into a new sanctions tranche or a fresh military aid line is the operational question between now and Friday's Brussels press cycle. Kallas, who carried the bloc's Helsingborg messaging last week, is the principal whose calendar this week will signal which.
